It is obvious that in the digital era, all the nations, and the Saudi Arabian in particular, have to manage the changes in the following areas: technological, social, scientific, academic, political, and linguistic. It is possible to consider these areas as global issues.
Both globalization and information technology are occupying the world because they have their specific systems, codes, standards, purposes and definitely, the language. It is obvious that at the moment it is possible to compare the information technology with the world we are currently living in. As a result, most people around the globe live, communicate, and work while using the World Wide Web. That is why this trend impacts the following areas of human life: academic, trade, general lifestyle of the nowadays people, etc. On the other hand, it is possible to state that the globalization process impacts the trade system, which dominates the globe. While discussing the Kingdom of Saudi Arabia and its current system thinking, it is important to relate that this country is one of the world's major exporters of petroleum. That is why it is significantly dependent on the effects of globalization and IT.
Apparently the communication process and IT are the most powerful variables affecting the process of transferring to the informative society. The informative society is the form of the social organization, implying the development, distribution, and diffusion of the information as the important issue for the political, economic, and cultural activity and development. That is why it is important to apply the latest technological achievements for the information treatment and exchange.
The core purpose of the informative society is getting the competitive advantage in the scope of international business while applying the IT in a productive and creative manner. Nowadays, IT is widely associated with computer technologies because it uses the computer for data processing, saving, transformation, protection, exchanging, and retrieval (Oxford English Dictionary, 1989, p. 736).
In majority cases, the system development life cycle looks in the following manner: the IT system planning, analysis, design, practical implementation and maintenance (Elliott, 2004, p.16). The object-oriented programming allows obtaining interactions of data fields and methods, applied for its treatment for collecting and structuring the data needed for the achievement of the specified goal.
In the scope of this section, it is important to pay additional attention to the informational system (IS) notion and to define it. This term is applied for the interactions between people, technology processing, data treatment, etc. It is very important to stress that the Informational system is applied not only to the communication technologies or information treatment but also to outlining of the business and management processes (Kroenke, 2008, p.115). It is possible to consider the IS as the combination of human activities and informational tchnologies, available for the data processing and for the decision-making process improvement (O'Brien, 2003, p. 84) The IS notion closely relates to computer systems and business processes. In the first case, the IS includes the information technology component, so the computer system may be considered as an additional tool of the IS.
Generally, the informational system is a part of the work system – the system, which integrates human work with automatic devices and machines for producing and distributing some specific product. The main role of the IS in the whole work system is processing of the information. The general requirements to the IS are the following: providing easy access to the information, guaranteeing security, and keeping the information in the correct order (Beynon, 2009, p.94-98). Currently the importance of IT is widely discussed and practically confirmed. The informational technologies allow collecting and saving the information, according to the given algorithms with the help of the personal computer. It allows saving large volumes of information on a machine-readable medium. And more than that it allows exchanging the particular information through all parts of our planet during the limited time period.
That is why the introduction of the informational systems via informational technologies into the activity of international companies is required by the modern business world. Nowadays, when time is money and competition is of significant concern, offering services or products at the proper time and manner are equally important to a convenient and easy access for the customer or business partner.
The Unified Modeling Language, applied for the IT system development is considered to be a universally applied modeling language in the software development. UML is widely used in the business processes modeling, system projecting, and for the organizational structures representation (Fowler, 2004). In majority of cases, the IT system carries out information analysis and design while applying the tools of the Structured Systems Analysis and Design Method (SSADM).
At the moment, English is the lingua franca in the communication around the globe. It is the basis of the global trade (lion share of trade agreements are in English), of the educational process in the global universities (in English). The cultural exchange is also impacted by it. As mentioned above, the majority of contracts and communicational processes in the leading multinational companies are done in English. The major international laws, agreements, and treaties, which influence the wide-scale trade, global politics and industry, are also in English. That is why it is possible to draw a conclusion that because English is the core basis for the global communication in major areas of human activities, it is the official tool and language of IT. That is why all the nations, and Saudi Arabia in particular are currently looking for ways of managing the rapid international developments, while upgrading the quality of its educational process to the international and global standards in particular. That is why the government of the country is making initiatives related to the educational quality improvement - to meet the current requirements and trends of globalization and its core product – information technology. That is the core reason why the English subjects are included into the educational programs of the schools and universities of Saudi Arabia (and the lion share of innovators includes the private schools of the country). That is why it is possible to conclude that the main purpose of the Saudi government is the preparation of the students to the globalization and IT competitive labor market (Harklau, 1994, p. 17).
Learners of the English as the Second Language
Initially, the Saudi Arabian schools of English have been established for the children of the expatriates employed in the Kingdom, which is rich for oil. After the globalization process has been integrated into the life of the Saudi Arabian citizens and the global markets have been developed by the representatives of different nations, and Saudi Arabians in particular, more and more Saudi Arabian students learn English as the second language in schools, colleges and universities.
The core reason for such a trend is the supportive governmental programs. At the moment, there is a demand for professionals in different areas, who speak English fluently. Also there is a need for communication with the representatives of other nations, implied by the globalization process and the wide use of the internet as a means of communication and the source of information.
In response to the demand for the English-speaking people in Saudi Arabia, the academic institutions have unprecedentedly proliferated; more and more courses in English are being offered for students and the quantity of English teachers in the country is also growing (Stern, 2011).
There is a trend in many educational establishments, where students tend to improve their educational level, in which obtaining the additional knowledge of a foreign language (English). In addition, there is a trend of obtaining education in reputable schools abroad. Parents of the Saudi students have the monetary resources necessary for sending their children abroad to study, e.g., the United States or Canada (Suleiman, 1983, p. 156).
The government of Saudi Arabia has put specific programs into the practice - to provide the Saudi students with scholarship grants. The core reason for that is obtaining further opportunity for economic development in the Kingdom.
While discussing the English learning programs at the local level, it is important that English be learned by most students at the grade level. That means that students learn English continuously, step by step, while upgrading their level of knowledge. One of the core reasons for such a trend is providing the Saudi students with a competitive advantage both in the local and in the international labor markets (Alosaimi, 2007, p. 1).
